A visibly broken element is easy. When it looks fine, we measure resistance and check whether the board is actually sending voltage to it. Both parts can fail with the same symptom, so guessing usually means buying the wrong one.
Many ovens let you offset the temperature by a few degrees in settings. That helps small drift. If you're off by fifty degrees or more, the sensor or board is failing and an offset only hides the problem.
